Background / General description
The Social Development Department (SDV) within the Sustainable Development Network Anchor (SDN) leads the implementation of the Bank's social development work as outlined in the Bank's Social Development Strategy, 'Empowering People by Transforming Institutions'. The Department is organized around five clusters, responsible for the following thematic work areas: (i) Social Sustainability and Safeguards; (ii) Social Inclusion; (iii) Social Resilience, (iv) Social Accountability; and (v) Social Cohesion.
SDV is seeking an experienced and motivated Senior Social Development Specialist for the Social Inclusion Cluster who would work on issues related to minority groups, as part of a strong team which is empirically grounded and operationally adept.
Duties and Accountabilities
In close coordination with the Cluster Leader of the Social Inclusion Cluster in SDV, the Senior Social Development Specialist in SDV will:
a. Within an overarching framework of social inclusion, will provide policy and technical advice on deepening the Bank’s and its client countries’ engagement with minority groups, including indigenous peoples (IPs).
b. Lead the development of a strategic agenda for knowledge creation and knowledge sharing issues related to minority groups, in coordination with other Bank teams and external partners.
c. Support regional teams in planning and implementing activities to improve regional performance on broad social development issues (e.g., specific guidelines, training, clinics, thematic reviews, etc.)
d. Work closely with other Bank teams that work on issues of minority groups, their rights and livelihoods.
e. Advise senor management and the Board on controversial and contentious issues related to minority groups, including IPs (in the form of just-in-time advice as well as more studied briefs and presentations).
f. Lead the preparation of briefs on different aspects related to minority groups for the use of operational teams.
g. Serve as back up and act for, as needed, for the Cluster Leader of the Social Inclusion Cluster in SDV.
h. Participate in mentoring junior staff in department.
i. Serve as peer reviewer for knowledge and operational products.
Selection Criteria
Candidates should have:
• An advanced degree in the social sciences and at least 8 years of directly relevant experience.
• Familiarity with the empirical literature and policy aspects related to minority groups, so as to provide both operational advice and lead analytical tasks.
• A proven track-record in communicating complex issues in a clear, persuasive and consistent manner - externally to clients, stakeholders and the media, and internally to the Board, senior management, and peers.
• Proven ability to balance corporate interests with regional/country/sector needs when advising on issues related to minority groups, including IPs.
• An ability to work within interdisciplinary teams and ability to provide support to multiple sectors (e.g. infrastructure, urban, rural, etc.).
• Ability to work across boundaries and interest groups on contentious issues in a consensus-building manner leading to constructive outcomes.
• Excellent interpersonal, problem-solving, diplomatic and team skills, and the ability to effectively negotiate and achieve balanced solutions to complex development problems. Pro-active in seeking and recommending solutions to issues.
• Strong written and spoken English language communications skills.

Fluency in a wide range of analytical tools used for ensuring socially sustainable development (e.g. Social analysis at the country and sector level; Poverty and social impact analysis (PSIA); Political economy and stakeholder analysis; Social risk assessment at country, institutional and project level; Monitoring and evaluation).
Participation and Consultation:
Experience in the use of consultative and participatory approaches to give key stakeholders, including groups who are under-represented (e.g., the poor), the opportunity to influence design, implementation, and monitoring of policies, institutions and operations.

Ability to integrate social sustainability into policy, institutions, and operations. Ability to identify and address social opportunities, social risks and social impacts in all types of Bank operations.

Knowledge of and ability to apply social safeguard policies. Ability to employ strategies to help minimize involuntary resettlement and adverse impacts on indigenous peoples, potentially displaced persons and other vulnerable groups.

Ability to integrate resilience to climate change and disasters into analysis, policies, institutions, and operations. Ability to adapt social analysis and consultation methodologies to address climate change and disaster risk in both urban and rural settings.
Community-Driven Development:
Ability to design and supervise Community Driven Development operations, tailoring them to different settings with a view to enhancing inclusion, community empowerment, participatory governance, demand-responsiveness, cohesion, resilience and accountability.
